The reapers, before the explosion, were just a bunch of lowlife drug runners, but after the explosion, they were empowered, taking over the neon district, They became bloodthirsty, rising in power during the chaos. They are led by an altered woman, Sasha, who is pumping a plague into everybody's water supply, giving her control of them.
